MOB JUSTICE REIGNS TERROR: UHRC Condemns Brutal Lynching of Police Officer During Burial in Ibanda

The Uganda Human Rights Commission (UHRC) has vehemently condemned the brutal lynching of Police Constable Suleiman Chemonges, who was killed by a mob on Sunday, April 6, 2025, in Kyembogo Cell, Ibanda Municipality.

Chemonges, 28, had been assigned to provide security at the burial of Lazarus Kahangire, a remand prisoner who had passed away in custody due to illness. Reports indicate that Chemonges was attacked by the crowd for allegedly being involved in Kahangire’s lawful arrest.

Despite attempting to control the situation by firing warning shots, Chemonges was overpowered and brutally beaten, resulting in his tragic death.

Mariam Wangadya, the Chairperson of the Uganda Human Rights Commission, condemned the act as a severe violation of human rights and a blatant attack on the rule of law.

“This is not just a criminal act; it is a direct assault on the sanctity of human life and the principles of justice. Mob action denies individuals their right to a fair trial, and it constitutes cruel and inhuman treatment,” said Wangadya.

“The brutal lynching of Constable Chemonges highlights the severe threats posed by mob violence to both community safety and security.”

Wangadya expressed strong support for the Uganda Police Force, which had swiftly apprehended 29 individuals in connection with the attack. An internal investigation has also been launched to determine why Constable Chemonges was left alone at such a volatile event.

“We commend the quick response of the Uganda Police Force in arresting those involved and starting an internal probe. It is vital that we uncover the details surrounding this tragedy to avoid future incidents of this nature,” she added.

The UHRC Chairperson also acknowledged the Uganda Prisons Service for clarifying the circumstances of Kahangire’s death, helping to dispel confusion surrounding the incident.

Wangadya concluded her statement by urging both the government and the public to take immediate steps to address the growing menace of mob justice in Uganda.

“Justice must never be left to the streets,” she emphasized. “We continue to advocate for urgent, national action against mob violence to safeguard citizens’ rights and uphold the rule of law.”

The Uganda Human Rights Commission extended heartfelt condolences to the families of both Constable Chemonges and Lazarus Kahangire.
