President Yoweri Kaguta Museveni has appointed Mr. Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO), succeeding the late Brig. Gen. Charles Oluka, who passed away on January 29, 2025.
Mugyenyi, who previously served as a Director at ISO and was responsible for Internal Security in Mbarara District, now takes the helm of one of Uganda’s most crucial intelligence agencies.
His appointment comes at a time when the government is reinforcing security strategies to counter emerging threats and ensure stability ahead of the 2026 elections.
Announcing the changes, the Presidential Press Unit (PPU) released a statement confirming the appointments.
“The Presidential Press Unit (PPU) wishes to inform the general public that His Excellency the President of the Republic of Uganda, Gen. (Rtd) Yoweri Kaguta Museveni, has appointed Mr. Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO),” the statement read in part.
In addition to Mugyenyi’s appointment, President Museveni has named Mr. Tony Kinyera Apecu as the new Deputy Director General of ISO. He replaces Col. Emma Katabazi, who has been reassigned to serve as a Deputy Ambassador.
“The President has also appointed Mr. Tony Kinyera Apecu as Deputy Director General of ISO, replacing Col. Emma Katabazi, who has been appointed Deputy Ambassador,” the PPU statement added.
