President Yoweri Kaguta Museveni has appointed Uganda’s Permanent Representative to the United Nations, Ambassador Adonia Ayebare, as an ex officio member of the Cabinet a move seen as a strategic step to strengthen the country’s foreign policy integration with domestic affairs.
Ambassador Ayebare was officially sworn in on Monday, April 28, 2025, during a ceremony held at Nakasero and presided over by Vice President Rtd Maj Jessica Alupo.
“President @KagutaMuseveni appointed Ambassador @adoniaayebare, Uganda’s Permanent Representative to the United Nations, as an ex officio member of the Cabinet. He was sworn in yesterday by the Vice President, H.E. @jessica_alupo,” read a brief statement released via State House’s X platform.
The appointment reflects President Museveni’s growing emphasis on aligning Uganda’s international diplomacy with its national development agenda.
Ayebare, a seasoned diplomat with a wealth of experience in global affairs, is expected to bring valuable insights into the Cabinet, especially on matters of foreign policy, peace, and security.
As per the Uganda Cabinet Handbook, ex officio members do not hold ministerial portfolios but are fully involved in Cabinet discussions, contributing their expertise to guide key government decisions.
In his new role, Ayebare will serve as a strategic adviser on international relations, representing Uganda’s interests on the global stage and helping ensure coherence between its foreign engagements and domestic priorities.
Ayebare’s entry into the Cabinet is anticipated to bolster Uganda’s voice in international diplomacy while reinforcing the country’s commitment to integrating global perspectives into national governance.
