KAMPALA, Uganda — The Commissioner General of Uganda Prisons Service, Dr. Johnson Byabashaija has initiated a significant reshuffle of senior officers, including strategic appointments and transfers aimed at bolstering professionalism and service delivery nationwide.

The changes, announced Monday by Senior Commissioner of Prisons and Deputy Director/Service Spokesperson Frank Baine Mayanja, take immediate effect and reflect an ongoing effort to enhance the efficiency and standards of the Prisons Service.

Among the key moves, Moses Okello Atine, a Superintendent of Prisons (SP) previously in the Estates & Engineering department at Prisons Headquarters, has been appointed to the influential role of Prisons Estates Manager.

At the district command level, Karol Draburu, SP, returns from leave to assume the critical position of District Prisons Commander (DPC) for Arua District.

Several key officer-in-charge (OC) positions have also seen changes. Charles Muliko, SP, is returning from leave to head Regional Maintenance in Iganga. Godfrey Bogere, a Principal Officer I (P.O.I) formerly at Tororo Prisons, has been appointed as the OC of the newly established Rubirizi Prisons.

Further changes in leadership include Sam Chandia, Principal Officer II (P.O.II) from Nakasongola Prisons, who will now serve as the OC of Lobule Prisons, replacing Ch/Wdr I Onzima Ismail, who is proceeding on leave pending his retirement.

The reshuffle also includes new staff officer assignments for Amos M.B. Garrison in Adjumani District, Joseph Okunzi in Koboko District, Tarsisio Kamuhanda in Rukungiri District, and Rosette Namuddu in Kalungu District, all returning from leave to take up their new responsibilities.

Deputy officer-in-charge roles have also been filled to strengthen the leadership structure at various prison facilities. Ben Talemwa, Assistant Superintendent of Prisons (ASP), is moving from Upper Prison to Kitalya Mini Max Prison, while Alex Byamukama, ASP, has been transferred to Kigo Prison.

Additionally, Simon Otwao, P.O.II, will now serve as the Deputy OC at Paidha Prison, while Rogers Ariho at Sentema Prison and Precious Musiimenta at Mbale Prison retain their current stations with the added responsibilities of Deputy OC.

Frank Baine Mayanja emphasized the directive for all Regional Prisons Commanders (RPCs) and District Prisons Commanders (DPCs) to ensure a swift and seamless handover and takeover process to maintain operational continuity.

Officers who completed their scheduled leave on April 17, 2025, and were not included in these specific changes are instructed to resume their duties at their previous stations.

“These changes are part of our ongoing commitment to building a professional, efficient, and responsive Prisons Service that meets the highest standards of public service,” Baine Mayanja stated.
