The Uganda Civil Aviation Authority (UCAA) has entered into a landmark partnership with the International Civil Aviation Organization (ICAO) to boost its training and human capital development agenda.
On May 27, 2025, UCAA Director General, Mr. Fred K. Bamwesigye, signed a Management Service Agreement (MSA) with ICAO Secretary General, Mr. Juan Carlos Salazar, on the sidelines of the AFI Aviation Symposium in Zimbabwe.
The agreement officially launches a collaborative project aimed at evaluating UCAA’s training needs and developing a comprehensive training plan for the 2026–2028 period.
The initiative will be executed through ICAO’s Global Aviation Training (GAT) section and is expected to run for one year.
As part of the project, UCAA will establish an internal unit to conduct a detailed Training Needs Analysis (TNA), identify existing training gaps, and craft a strategic, long-term training roadmap.
This plan will align with global aviation standards and ICAO protocols to ensure regulatory excellence and operational efficiency.
The training plan will span all major areas under UCAA’s jurisdiction, including regulatory oversight, air navigation services, and the operations of Entebbe International Airport along with 13 national aerodromes.
According to UCAA, the partnership underscores the Authority’s strong commitment to aviation excellence, human capital growth, and sustainable development.
It also reflects Uganda’s broader alignment with the United Nations Sustainable Development Goals (SDGs), particularly those focused on industry innovation and resilient infrastructure.
The agreement represents a significant step toward positioning Uganda as a regional hub for aviation safety, training, and innovation.
