President Yoweri Kaguta Museveni has unveiled Uganda’s Fourth National Development Plan (NDP IV), marking a new phase in the country’s economic and transformation strategy for the period 2025/26 to 2029/30.
The announcement was made during his 2025 State of the Nation Address delivered at Kololo Independence Grounds in Kampala, where he laid out the government’s roadmap for growth, prosperity, and national progress.
In his address, President Museveni reaffirmed the country’s economic strength and praised ongoing security and socio-economic efforts. “Uganda’s economy is strong,” he said, crediting the progress to government-led initiatives such as Operation Wealth Creation (OWC), the Parish Development Model (PDM), and the Emyooga program.
He emphasized that the country continues to enjoy stability and peace, which he described as a foundation for development.
The President commended the youth whom he affectionately referred to as Bazzukulu for leveraging this peaceful environment to improve their livelihoods and contribute meaningfully to the nation’s advancement.
In a solemn moment during the ceremony, Museveni called on the nation to observe a moment of silence in honor of all Ugandans who passed away in the past year.
He mentioned notable figures, including former Kawempe North MP Muhammad Ssegirinya and the late Pope Francis, whose contributions and legacies were recognized during the event.
NDP IV is expected to guide Uganda’s development focus over the next five years, with a strong emphasis on industrialization, wealth creation, youth empowerment, and inclusive growth.
