The Town Clerk of Gombe Town Council, Idris Walugembe, has been remanded to prison after pleading guilty to charges of forgery in a case involving the illegal alteration of official recruitment records for the position of Inspector of Schools in Butambala District.
Walugembe appeared this afternoon before the Butambala Chief Magistrates Court, where he was charged and admitted to forging official documents while serving as Secretary to the District Service Commission (DSC) in 2022.
He will remain on remand until August 6, 2025, when sentencing is expected to take place.
The case was brought to court by the State House Anti-Corruption Unit (@AntiGraft_SH), in collaboration with the Criminal Investigations Directorate (@CID1_UG) and the Office of the Director of Public Prosecutions (@ODPPUGANDA).
According to prosecution, Walugembe, in collusion with others still at large, tampered with official job application records of the District Service Commission and fraudulently inserted the name of Abbas Musoke, an applicant who was not eligible for shortlisting, into the list of candidates for the Inspector of Schools position.
Authorities also noted that Walugembe was previously suspended from his role as DSC Secretary over misconduct, including allegedly sabotaging the commission’s work and leaking confidential DSC minutes to social media platforms.
The case has highlighted ongoing concerns about corruption and manipulation in public recruitment processes, especially at local government levels.
The Anti-Corruption Unit has reaffirmed its commitment to pursuing all individuals implicated in the case, including Walugembe’s alleged accomplices who remain at large.
