KCCA Gives Street Vendors Seven Days to Vacate Unauthorized Areas, Cites Safety and Order

The Kampala Capital City Authority (KCCA) has issued a seven-day ultimatum to all vendors operating in unauthorized trading areas—including roads, walkways, and other non-gazetted spaces—to vacate and relocate to designated markets.

According to a statement from the Authority, the directive aims to restore trade order, enhance public safety, and promote a clean and organized city environment.

“To support this transition, the Government has made available over 2,000 free workspaces in KCCA-owned markets for which vendors are strongly encouraged to apply,” the statement reads in part.

KCCA noted that Market Allocation Committees and market administrators have been instructed to fast-track the allocation process to ensure vendors secure workspaces without delay.

  1. The Authority also issued an immediate directive to individuals preparing or selling food using charcoal stoves (sigiri) or other fire-generating equipment in taxi parks and along streets, warning that such activities pose serious fire risks.

“These activities pose a risk of serious fire hazards that may endanger lives and property,” KCCA stated.

The enforcement exercise will begin on Friday, 31st October 2025, targeting major streets in the Central Business District, including Ben Kiwanuka Street, Luwuum Street, Namirembe Road, Nakivubo Road, Allen Road, and Kikuubo Lane.

KCCA emphasized that the notice provides ample time for affected traders to transition to gazetted markets and formal trading areas.

The Authority appealed to all stakeholders to cooperate in the exercise, saying the initiative is part of wider efforts to improve city safety and order.

“KCCA appeals to all stakeholders to fully cooperate in this effort to restore order, enhance safety, and promote a clean, organized, and liveable city for all,” the statement concluded.
