Museveni Pitches Cattle Restocking Plan as Key to Northern, Eastern Economic Recovery

President Museveni has placed economic restoration and household wealth creation at the centre of his 2026–2031 campaign message, promising targeted support for families in regions previously devastated by cattle raids and insurgency.

Campaigning in Teso sub-region on Thursday, the National Resistance Movement (NRM) flag bearer told thousands gathered at St. Francis Secondary School, Acumet, in Kapelebyong District that a new government programme will focus on reviving traditional livestock wealth in Teso, Lango, and Acholi.

“I recently met your leaders and asked why we don’t have a democratic formula for restocking. I proposed that each homestead should receive five cows,” President Museveni said, adding that the proposal received overwhelming support. “The majority supported it, and I have instructed the government to plan for it.”

He emphasised the need for equal opportunity in wealth restoration in communities that suffered displacement and livestock loss during past conflicts.

“This will be a fair and transparent way to ensure every family benefits from Uganda’s progress,” he said.

The initiative forms part of the NRM’s 2026–2031 manifesto and builds on wealth-creation programmes including the Parish Development Model and Emyooga.

Crackdown on Misuse of Government Road Funds
Beyond livestock, President Museveni took aim at poor service delivery and mismanagement of public funds, particularly in local road maintenance.

“On the roads, there is some little problem which I have ordered the Ministry of Works and the Ministry of Local Government to stop. They delay in maintaining both tarmac and murram roads,” he noted.

He disclosed that each district receives Shs 1.3 billion annually for road upkeep but accused some officials of misuse.

“Some roads are not maintained, and when they are, they do it carelessly. They just grade without drainage. I am going to deal with them,” he warned.

Education and Social Services Highlighted
The President pointed to increased access to education and improved social services in Teso as a demonstration of government commitment.

“In Kapelebyong alone, there are now 10 secondary schools — a sign of how far we’ve come,” he said.

First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, reinforced the government’s pledge to make public education completely free.

“In the coming Kisanja, all teachers will be paid by government, and parents will not have to pay any fees,” she said, urging continued support for the NRM. “That’s why it’s important to support President Museveni and the NRM.”

Peace as a Foundation for Development
Museveni reminded residents of the security gains achieved in the region.

“Since 2007, Uganda has enjoyed peace. We defeated the rebels and disarmed cattle rustlers. That is why we can now talk about wealth creation,” he said.

Development Milestones in Kapelebyong
Government statistics presented at the rally showed:

Shs 17 billion released under PDM benefiting more than 17,000 households
Shs 920 million injected into Emyooga SACCOs
Shs 3.9 billion paid in cattle compensation
A new piped water project in the district now serves over 3,000 people, while health and education expansions remain ongoing priorities.

Held under the theme “Protecting the Gains, As We Make a Qualitative Leap into High Middle-Income Status,” the rally attracted NRM leaders, cultural representatives, and thousands of voters.

Closing his address, the President thanked Teso residents for their continued support.

“NRM is Uganda’s party — building Uganda and ensuring that all our children live better lives than we did,” he said.
