The Director of Public Prosecutions (DPP) has officially ended corruption proceedings against former Makerere University Business School (MUBS) Principal Prof. Waswa Balunywa and his co-accused Jacqueline Namaganda.
The decision, contained in a withdrawal form dated November 7, 2025, and endorsed by former DPP Jane Frances Abodo, was filed before the Anti-Corruption Court, effectively bringing the two-month case to a close.
“This is to inform court that the Director of Public Prosecutions has decided to discontinue proceedings against A1, Professor Waswa Balunywa, and A2, Jacqueline Namaganda, charged with three counts of abuse of office c/s 10(1) of the Anti-Corruption Act Cap 166, and three counts of neglect of duty c/s 101 of the Penal Code Act Cap 128,” reads part of the withdrawal notice.
The case had arisen from allegations that Prof. Balunywa irregularly hired three administrative assistants between February and April 2023, reportedly without proper qualifications.
He was remanded to Luzira Prison on September 2, 2025, after appearing before court to answer charges related to the recruitment process. Prosecutors claimed that the move resulted in unnecessary expenses to the government.
He was granted bail after spending three days behind bars.
The DPP’s withdrawal now clears both Prof. Balunywa and Ms. Namaganda, marking the end of the high-profile corruption case.
