Rt. Rev. Prof. Dr. Grace Lubaale has been consecrated and enthroned as the 4th Bishop of Busoga Diocese in a colorful церemony held at Kyabazinga Stadium, drawing large crowds and leaders from across the country.
The consecration was presided over by His Grace the Most Rev. Dr. Stephen Samuel Kaziimba, Archbishop of the Church of Uganda, and assisted by Bishop Onesimus Asiimwe of North Kigezi Diocese.
Vice President Jessica Alupo attended the event, representing President Yoweri Kaguta Museveni.
Dr. Lubaale was elected by the House of Bishops in October 2025, a decision welcomed by many as a step toward unity and renewed leadership in Busoga Diocese.
In a message delivered at the event, President Museveni congratulated the new bishop and emphasized the role of the Church in national development. 
“The Church has leveraged private sector–friendly policies to extend social services, from schools to hospitals,” Museveni said.
The President urged church leaders to go beyond spiritual guidance and encourage their congregations to engage in wealth creation, calling on households to participate in agriculture, industry, ICT, or services in order to move from subsistence to the modern economy.
Archbishop Kaziimba echoed the development message, calling on Christians in Busoga to make productive use of the River Nile for economic empowerment while maintaining peace during the election period.
Busoga Kingdom Premier Joseph Muvawala said strong leadership and good stewardship would be key in aligning church initiatives with government development programs.
In his maiden address as bishop, Dr. Lubaale pledged to promote good governance, capacity building, resource mobilization, and family ministry, saying his leadership would focus on both spiritual growth and improving livelihoods.
Born in 1978 in Kamuli District, Dr. Lubaale holds a Doctor of Philosophy in Development Studies, several theological and development qualifications, and has served in various church leadership roles. He is married and has four children.
The consecration marked a major milestone for Busoga Diocese, as Dr. Lubaale takes on the responsibility of leading the church while supporting social and economic transformation in the region.
