The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has ordered the immediate interdiction of Kalungu District’s Chief Administrative Officer, Ms. Rose Nalumansi, and three other key officials following allegations of mismanagement of public funds.
The other officials are Mr. Ismail Twaha Biggwa, Chief Finance Officer; Ms. Sylvia Grace Nakanwagi, District Education Officer; and Mr. James Muhangi, Assistant Engineering Assistant.
The funds under investigation were meant for the renovation and construction of 22 primary and secondary schools, as well as the district administration block, during the 2024/2025 financial year. Investigations have revealed procurement irregularities, conflicts of interest, and abuse of office, which led to shoddy works and financial loss.
On the interdiction, Justice Naluzze said: “Public interest demands that while investigation of the case involving the above public officers is still ongoing, they should be stopped from exercising the powers and functions of their offices.”
The IGG’s orders have been communicated to the Public Service Commission, Kalungu District Service Commission, and the District Principal Human Resource Office. She further warned: “Public officers must always stick to ethical standards while executing their duties.”
