Investigations into Luuka District have uncovered a multi-million shilling corruption network involving district engineers and a head teacher, highlighting persistent challenges in public service oversight.
Two engineers, Rajab Musisi, Acting District Engineer, and Daniel Sengoba, Assistant Engineering Officer/Civil, were remanded at Iganga Chief Magistrates Court over charges of conspiracy to commit a felony and theft of fuel, while Benard Kayeyera, another assistant engineer, remains at large.
The officials are accused of diverting UGX 222,396,900 of fuel intended for road works under the UGX 1 billion Road Maintenance Grant in the 2024-2025 financial year.
Roads affected include Busanda–Ikumbya, Busalamu–Waibuga, Ikumbya–Nantamali, Bukoova–Nawaka, and Kyanvuma–Wandago.
Authorities say the engineers inflated fuel requirements, misappropriated the excess, and colluded with fuel station managers to falsify records, depriving local communities of promised road maintenance. 
In a related case, George Muduuli, Head Teacher of Tabingwa Primary School, was charged with extorting applicants during district recruitment exercises.
Investigations suggest some applicants paid between UGX 5.7 million and UGX 17 million to secure positions, with part of the money reportedly reaching members of the District Service Commission.
The court remanded all the accused until 8 January 2026, while investigations continue. 
The cases raise urgent questions about public accountability and governance in the district, with residents left to bear the cost of stalled development projects and undermined public trust.
