School Director Arrested for Detaining Pupils Over Fees Balance

 

Police in Nsangi have arrested the director of Pamvil Primary School for allegedly unlawfully confining two pupils without food or water for several days over a school fees dispute.

The suspect has been identified as Ntalo Pamella, 46, who was taken into custody alongside two teachers after the incident, which occurred shortly after the school closed for holidays on August 9, 2025.

Preliminary findings revealed that the suspect refused to release the two pupils, demanding that their parents first clear a school fees balance of Shs 1,500,000.

Kampala Metropolitan Police spokesperson SSP Patrick said that the parents pleaded with the school director to release the children, promising to pay before schools reopen, but she allegedly insisted they also pay an extra Shs 20,000 per day for each day the children remained at school.

“The parents reported the matter to the Child and Family Protection Unit in Nsangi. When our officer in charge intervened, the suspect still refused to release the children. Our officers then proceeded to the school, rescued the victims, and arrested the director along with two teachers who were hostile and obstructed police operations,” Onyango said.

A case of unlawful confinement has been registered, and police say statements from the parties involved are being recorded as investigations continue.
